For a 1991 Civic, this is the same as a fuel pump relay. It is located to the left of and just above the hood open latch on the driver's side of the car. Very hard to get to, on the '88 - '91 model years. At least a 30-minute job.

Once extracted, this relay's circuit board can be re-soldered and re-installed, which solves the strange condition of these cars not starting when warm. A diode on the tiny circuit board comes loose as a result of a cracked solder connection. The loose connection resolves itself when the relay cools down, usually after a couple of hours, and the car can be started again. If the car interior is hot on a sunny day, it wont start until sun-down. Yes, I did say it was a strange condition.

A replacement relay costs over $50, at most auto parts stores. I believe the original Mitsuba part number for this main relay was RZ-0063.
