Only the state of Rhode Island (State of Rhode Island and Providence Plantations) refused to send a delegate to the Philadelphia Convention (later called the Constitutional Convention) because they believed the Convention was really a conspiracy to overthrow the established government. Patrick Henry would have been a delegate from Rhode Island, if they'd chosen to participate.

Of the 74 delegates invited, 55 actually attended. A few of the nation's most prominent leaders, such as Thomas Jefferson and John Jay, were absent because they were on diplomatic missions in Europe.

Aside from Rhode Island's total boycott of the Constitutional Convention, none of the States withdrew completely, but several delegates from Maryland and New York walked out before the Convention ended. Each state had at least one remaining delegate who signed the Constitution, however.

Maryland delegate Luther Martin, who had been instrumental in arguing for the smaller states' rights, and John Mercer, who opposed the Constitution entirely, walked out of the Convention before it closed. Three other Maryland delegates, James McHenry, Daniel Carroll, and Daniel Jenifer signed.

New York Delegates John Lansing, Jr., and Robert Yates left the Convention because the Articles of Confederation were discarded, rather than amended. The remaining New York delegate, Alexander Hamilton, signed the Constitution.

Rhode Island was the only state unrepresented in the writing of the Constitution. But New York was also represented by only one signatory, Alexander Hamilton, after its other two delegates left early.
