Your best option is probably to head south and east to the corner of 7th avenue and 48th street, where you can take the R train south to Whitehall Street. Castle Clinton (where you can get on a ferry to go to Liberty Island) is about 3 blocks east from there, though you'll have to walk a little further than that because there's not a straight path to the castle.
