The federalists favored a strong central government that could function effectively in the national interest. Individual states tended to act in their own interests. Since the Articles of Confederation favored the states, they favored replacing it with a new Constitution, which was ultimately enacted.

FACTIONS: the federalist supported the Articles of Confederation meaning they wanted a federal government. Where the Anti-federalist didn't support the Articles of confederation, because they thought it gave the central/federal government too much power. At the same process it led to the bills of rights to be created as part of the Articles of confederation.
