Since the Articles of Confederation favored the states, they favored replacing it with a new Constitution, which was ultimately enacted.

Where the Anti-federalist didn't support the Articles of confederation, because they thought it gave the central/federal government too much power. At the same process it led to the bills of rights to be created as part of the Articles of confederation.
