In the Confederate States of America, after they had lost the war to the USA. Abraham Lincoln had signed the Emancipation Proclamation, and that freed just the slaves in the states that had been fighting the Northern States.

Massachusetts was the first state to abolish slavery. Vermont did abolish slavery in 1777 but they did not become a state until 1791. Pennsylvania had gradual emancipation plans in effect but the Massachusetts Supreme Judicial Court ruled slavery illegal in 1783.
