The most damaging earthquake in recorded history took place in Tangshan, China. At 4 a.m. on July 28, 1976, a tremor lasting less than a minute destroyed 89 percent of homes and 78 percent of industrial buildings. The quake registered 8.2 on the Richter scale (This scale, which measures the magnitude of an earthquake, has graded steps beginning with 1 and ending with 10; each step is about 60 times greater than the preceding step.). Although Chinese officials reported 255,000 deaths, international observers estimate the true total to be 750,000, that is 75 percent of the entire population of Tangshan.

By destructive, we do not take largest, but the one with most human effects. Naturally, with the Indian plate colliding with the Asian Plate, this is the site of major earthquakes, and as these regions are also heavily populated, the destruction is large.

On 23 January 1556 in the Shaanxi province, China, an earthquake killed more than 830,000 people. The 1976 Tangshan earthquake, with death toll estimated to be between 240,000 to 655,000, is believed to be the largest earthquake of the 20th century by death toll.

[BTW In New Zealand's Fiordland, a deep earthquake of about magnitude 8 was barely felt because few folk live in the locale, and it was a deep one.]

No. It is neither the most powerful nor most destructive (in terms of number of deaths). The most powerful earthquake ever was the Valdivian / Great Chilean Earthquake of 1960 (9.5 on Richter scale) and the most destructive was the Shaanxi, China earthquake of 1556 which supposedly killed 850 thousand people.
