Yes there were 13 original states. Over half of America was not discovered yet. That's why there were originaly 13 states. I'm not sure what the original 13 states were though.
In the first flag for the what became the United States, there were 13 stars, one for each of the 13 American colonies.
The original 13 Colonies of British North America became the first 13 states of the United States of America by their signing of the Declaration of Independence of July 4th 1776 and going on to prosecute the War for Independence from Great Britain, the Revolutionary War (1775-1783). The first Flag Resolution dated June 14th 1777 reads "Resolved: that the flag of the United States be made of thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representing a new Constellation." In 1818 Congress again reinforced the historical representation of the 13 stripes representing the first 13 states. The United States of America therefore was born out of the first 13 Colonies. The 13 alternating red and white stripes on our National flag pays tribute to those first 13 colonies that became the first 13 states, that fought for the birth of a new nation.

But, our first flag did not show up until June 14th 1777 when the Continental Congress specified the flag to be used on our ships of war during the Revolutionary War (the War of Independence) against Great Britain.
