The first step in how one can replace a thermostat in a 2001 Cadillac DeVille is to remove the housing which surrounds the old thermostat. Unless I have drained the block and radiator, I have filled the radiator from my expansion tank in every vehicle I ever had. If you have drained your radiator and it is cold, take off the cap and fill it that way. If you have drained the engine block and have not change your thermostat, you will need to keep filling your expansion tank until everything is filled back up. I recommend changing your thermostat.

Also since you replaced the thermostat and the radiator you drained the entire system and now you may have air trapped in the system,when the coolant system is filled at the factory and at most garages/dealerships they pull a vacuum on the system until the radiator hoses collapse and then fill the system with engine coolant...this prevents air being in the system which can cause cooling problems as well... I want to add there is a specific way to install a thermostat. It has to be placed in the certain position inside of the inlet. There is a special marking to assist you.
