If the signal light fuse is blown all the signal lights front and rear would not work. If you have one signal light out I would first suspect a bad bulb or bad connection.
It all depends on where you are reading the voltage. If you are reading it at the bulb, then every time the light turns on, the current that it is drawing will cause the voltage to drop slightly due to resistence in the line from the battery and the corresponding voltage drop to the bulb. If there is a very large drop, there could be a short in the line with that bulb. The bulb would not get full brightness then.
A short in either the multifunction turn signal switch or a short in the wiring harness going to the switch.
Probably the turn signal/hazard flasher went bad. On some vehicles they are separate units, but on some vehicles they are the same unit.
AnswerIf the bulbs check out OK then I would check for a loose ground wire.Replace your turn signal switch, that's what I had to replace to get mine working again.

Answer 1: You may need to replace the bulb. Answer 2: In my experience it indicates that one (front or rear) of the right turn signal bulbs has blown and needs replaced. If it blinks normal speed with the left turn signal then it's not likely to be the flasher relay. Hope this helps.
