The primary obligation of a U.S. President is to lead the branch of government that is responsible for carrying out and enforcing all Federal Laws and the U.S. Constitution. Executive orders are sometimes a necessary part of that work. However, it is not legal for the President to issue an executive order directing executive department members to violate a law or the Constitution or to direct them not to enforce a federal law, like, for example, the jobs portion of the 1996 Welfare Reform Act, the laws that require states to keep their voter registration lists clean of people who don't belong on it, or the federal laws governing Immigration. But even though those orders are not legal, for some strange reason they are allowed.
