Check for leaks in Vacuum hoses (part of the emissions system), check the Fuel Pressure Regulator Valve for leaking fuel into the intake. Basic TLC (Tender loving care) and replace all spark plugs, spark plug wires, oil change, etc... Some older 1992 vehicles may have a distributor cap that is warn out and not making good contact with the points that assist in making sparks on each spark plug. Always clean inside the distributor cap once a year and inspect for wear and tear. If your vehicle does not have an electronic Timing sensor than your Engine timing may be off and in need of adjustment.

The IAC (idle air control) at the throttle body is usually the problem.
There is no adjustment you should mess with. The ECM maintains the correct idle unless you have problems like vacuum leaks.
Throttle plate may be stuck - try to free with a screwdriver
There should be a screw near the end of the throttle cable on the throttle body.
The engine is EFI so the idle setting is computer generated. You'll need and engine programmer to change this setting.

The 1998 Ford Ranger owners manual shows a starter relay in the power distribution box in the engine compartment . It is the # 6 relay . Ford suggests disconnecting your battery before servicing anything in the PD BOX , which means your Ranger will have to relearn its idle , the radio clock and stations will have to be reset etc.
