Not all foreign cars are faster than American cars. There are many fast American-made cars such as the Ford GT and the Corvette SS but most of the time foreign are more faster because in othe countries like Europe or Asia the freeway speeds ara up to a 150 mph minimun so that's why they are more faster they made them like that to match that country speed limits.
The Americans never realised that it is possible to run out of space, fuel or materials. So instead of building things smarter or better, they simply made them bigger and heavier with bigger, heavier, thirstier (poorly engineered) engines.
American suspension design didn't change much from 1950 to 1990, for instance. Europeans have on the other hand always been faced with challenges concerning space and materials. They built cars smarter and better, and incorporated technology into vehicles and engines. That's why the average 4 cylinder German sedan outperforms the average 6 cylinder Yank Tank... And uses MUCH less fuel!

I got 30 MPG on the highway in my old V-8 Camaro. Take a look around you. How come one is unable to observe many 5 year-old foreign cars? Ask yourself "If they last so long how come there are so few OLD FOREIGN CARS still being driven around?" Most of the foreign cars you'll see on the road are less than 5 years old!
