Better Answer The first Continental Congress met to talk about Declaring Independence from England and the king. Making decisions on how they where going to declare independence from England this is how the Declaration of Independence came about.

They meet on May 1775 during this time period George III was basically the "king/president" of the colonies and the revolusion had begun, the outstanding leaders of the revolution were George Washington, and Benjamin Franklin(Jefferson, and Hamilton came later on).

The Americans were fighting defensively. with the odds, all things considered, favoring the defender. The Americans rebels were poorly organized for war. From the earlier days the Americans lacked unity which made them vaulnerable, and weak. The Continental Congress which directed the conflict was hardly more than a debating society, and it grew feebler as the struggle dragged on. Basically these people needed a government but didn't know how to start one, and didn't have the organizational skills to begin an effective government. The disorganized colonist fought almost the entir war before adopting the Articles of Confederation.

Another reason for their congress was the uncertainty about setting a specific currency for all of the then colonies.

The first Continental Congress had established the beginnings of a united America.

The Second Continental Congress first met on May 10, 1775, in the State House in Philadelphia, Pennsylvania (now Independence Hall). Its aim was to coordinate the war afforts of the colonies. But it also had to answer the question of whether the colonies would actually break free of British rule. As late as July 8, the Congress sent a message known as the "Olive Branch Petition" to England.

Ultimately, the Second Continental Congress was responsible for the writing of the Declaration of Independence, which was finally approved on July 4, 1776.
