If you planted the flag on the moon, there would be residual energy same as on Earth, the difference being that as The Moon has no atmosphere it would take a lot longer for any residual energy to dissipate. So the force used to plant the Flag , would wobble up the Pole giving the appearance of wind , when in fact its just kinetic energy being released.
If you look at the photos of the flag on the moon, you'll noitce the top of the flag has a rod in it to hold it up and make it look like its flying in the breeze. The flad doesn't move. Its held up by a bar that goes through the top of the flag, making it look like its waving. Without the bar, the flag would just hang down as it does on earth when there is no wind to unfurl it.

There is wind on the Moon. Solar wind but also artificial wind or pressure. If i were to take a wind machine / fan to the moon that flag would flap like crazy. Look at the Apollo 15 EVA, when he walks past the flag after putting it in it is perfectly and then starts to sway like a light breeze hit it. Because he created the wind, just the same as if a car or truck drives past you on the road and you would fel wind or more correctly and change in air pressure. The statement there is no wind on the moon mainly refers to wind caused by weather or atmospheric conditions.
