Sounds like switch may be defective
that switch does not exist. It simply is activated when you spray your windshield washer fluid onto the windshield. Your headlight switch has to be on. I know your lights are always on, however the wipers for your headlights will only activated if the headlight switch is in the on position.

Engine must be running when you turn the light off- lights are operated from a vacuum system. There is also an "override" switch located at the base of the steering column. Sounds like it's simply a bad switch if you're talking about the normal headlights. If it's daytime running lights there is a "kill switch" in the handbrake that turns them on when the brake is released and off when the brake is activated.
The fog lights are controlled by a separate button next to the cruise control and sun roof. If the indicator light is on, the fog lights will be activated with the headlight switch.
