If you are meaning you can move the throttle and it makes no changes at all on the engine rpm's, reach on the carb itself and move it there, in case the throttle cable is not properly working...If you move it directly from the throttle shaft on the carb and that makes no difference, chances are you have a internal problem associated with the governor sticking, so beware. You can also quickly tell this by grabbing the governor shaft that comes out of the block and moving it to see if it changes the rpms any, this part does not move a great deal at all, but can change a engine rpm by 4000.
Check the air filter, it's probably clogged.

I also wish someone would answer this question as my 1997 Ford contour does the same thing. It shakes and vibrates very bad when it idles and it idles really low. crankshaft sensor going.
Could be a plugged fuel filter, time for a good tune up.
Erratic idling, surging, and the "up and down breathing" are usually caused by a dirty or clogged air filter.
It could be a dirty air filter or a dirty throttle body.
check for vaccum leaks.
Mowing down or suppressing large groups of enemies.
Probably a bad idle air control valve.
