check your Idle sensor which is attached to your throttle body. This ussually goes bad and tends to rev the idle up. I had the same problem with my 99 wrangler.
you have to turn the idle screw down ?? ? ? ? ? ? ? ? ? ? there are 2 of them. one on the right and one on the left. the left one is general idle and the one on the right is for air-conditioning idle and high power output idle ( rev higher ) A vacuum line may have come off if it has started revving.
Typically this is caused by the load being removed from the engine, allowing it to rev faster and thus idle higher.

Most likely your idle control solenoid is acting up making your engine run at too high of an Idle, the solenoid is stuck in hi instead of idling down when the gnition is turned off.
The 1995 Ford Aspire would have a rough idle cut off of power at high speeds due to mis firing. There is also a rev limiter to control how fast you can go.

Personally I doubt it, maybe you should check the idle air control motor from my understanding the filter only helps it to breathe better it should not alter idle rpms
It was my TPS sensor. base voltage was reading .5V too high.
what type of motor is it? the quad 4 or the 2.2
A vacuum leak can cause that.
That is the idle control modual and I believe it is a dealer only item.
