I had the same problem. I changed the p/s pump (oh what fun) and it still squealed. Then I discovered that when the gasoline level was low, the pump in the tank made the squealing sound because turning would slosh the gas over to one side, and the pump would be sucking air. That's why it squealed. this may be due by either a loose acessory belt,or a malfunctioning power steering pump.(pulley)

Four wheel drive on some vehicles locks up the differential and will cause the inside tire to buck and squeal as you turn. When on dry, smooth, grippy pavement, don't use it because it is hard on your car.

Can be defective wheel bearing, or worn brake pads. You might also want to check the power steering fluid level. Low PS fluid level will cause the pump to squeal.

The most likely cause is the belt on the power steering pump. This is especially likely if this occurs when the car is not moving and you turn the wheel. The load on the pump is causing the belt to slip, and squeal. Adjust the belt. If it persists you may need to replace it.

You either need to turn the steering wheel before turning the key or the ignition cylinder is bad and you need a new one. EDIT: When you pull out the key to a del sol you can continue to turn the wheel which will lock the steering wheel and the ignition , if you get into the car and can't turn the key , (iN YOUR CASE) try turning the steering wheel and the key at the same time , this will unlock the wheel and the ignition.
