Of the countries that were eligible to join the first wave in 1999, Denmark decided in a referendum to not join. Sweden is obligated to join because it joined the EU after the Maastrict treaty but deliberately avoids the convergence criteria. The UK is not obligated to join and the current UK government seems to have no plans for a referendum. Slovenia, Malta and Cyprus have since joined the Euro and the other 14 EU countries are in various stages of convergence.

There is no obligation on any country to join the Euro. Some have chosen to keep their own currencies. Others have not achieved the entry criteria to join it, which relate to the state of their economies.

Currently only 17 out of 27 members of the European Union use the Euro. Adopting the Euro in the future is one of the many requirements for accession to the EU, and all members are required to formulate a plan to eventually adopt the Euro in the near future. The following countries are the ten members that do not use the Euro:

Bulgaria (earliest possible date of adoption, January 1, 2016)

Czech Republic (earliest possible date of adoption, January 1, 2017)

Denmark (official opt-out)

Hungary (earliest possible date of adoption, January 1, 2020)

Latvia (expected adoption date, January 1, 2014)

Lithuania (earliest possible date of adoption, January 1, 2014)

Poland (earliest possible date of adoption, January 1, 2017)

Romania (expected adoption date, January 1, 2015)

Sweden (de facto opt-out)

United Kingdom (official opt-out)

Denmark and the United Kingdom have official opt-outs on the Eurozone while Sweden has a de facto opt-out, meaning they are not required to join.

Denmark acquired an opt-out in 1992. A referendum was held in 2000 to introduce the Euro, but only 47% voted yes while 53% voted no. Danish political parties have been pushing for another referendum ever since 2000, and support for adopting the Euro was increasing up until the European debt crisis hit hard in 2008.

The United Kingdom, too, acquired an opt-out in 1992. The British government is very against the adoption of the Euro, and no plans have been declared on adopting the currency in the future. Adding to the opposition was the European debt crisis, and a poll in 2011 showed that about 85% of Britons were against adopting the Euro. Prior to this, in 2010, the British Parliament voted to not adopt the Euro for the lifetime of that body of parliament, which is set to expire in 2015.

Sweden does not obtain an opt-out and is required to adopt the Euro in the future, when conditions allow so. However, the Swedish government has no plans on adopting the Euro in the near future. A referendum on the Euro was presented in 2003, where 56% of Swedes voted against adopting the currency. Had they voted in favor, Sweden would have adopted the Euro in 2006. Swedish political parties are in favor of another referendum, but no plans will be negotiated until as early as 2014, because the 2003 referendum is still considered valid. Yet, support has most likely crashed due to the European debt crisis as well.

Eleven countries, Denmark, Sweden, the United Kingdom, Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania are in the European Union but do not use the euro. Denmark, Sweden, the United Kingdom did not want to use, which is the answer to your question. They may still join it. The other countries joined the EU since the Euro came in and as yet have no joined, but some of them are working towards joining it. They have to meet various economic criteria before they can do so.

Simply because they don't wish to, it isn't compulsory and some countries perhaps value the tradition and independance of keeping their own currency.
