Check to see if you have brake lights. There is a switch on the brake pedal called the brake-on-off (BOO) switch that tells the system that the brakes are being applied. If it is bad, the transmission shift lock will not disengage and let you shift out of park. They are cheap and can be bought at Advance or any other parts store. It is also pretty easy to replace. Just take your time.

Yes, 1992 Lincoln Town cars have shift solenoids. These malfunction when they become stuck or because of a shorted out coil winding.
You probably have a blown brake light fuse for whatever reason. The shift lock operates on the same circuit as the brake lights so check the fuse first.

had the same problem with my 03 2500hd. its the selector switch. they've had problems with them in the past.
It sounds like a shift lock problem. First make sure your foot in on the brake, ignition on, then wiggle gear selector. If still stuck check linkage adjustment beneath center console on right side OS gear selector.

To get out of 4 low turn the selector back to 2 hi, back the vehicle up a few feet. With foot on brake shift into neutral, you should hear it shift back to 2 hi in a couple seconds and the 4 high lights go off. The owners manual says it has to be in neutral, and sometimes that works. Nevertheless, more often than not I have to back up a few feet then shift into neutral... Hope this works

sounds like selector in transmission is broken if you can move the shifter but the trans does not change you may have broken the shift cable.
