As to how the Persian Gulf War was different, I presume you mean different from earlier wars. There are probably many ways it was different, but these differences are of little consequence.
There were three golf wars in the 20th & 21st centuries: 1. Iran-Iraq War 1980-1988 2. Operation Desert Storm Jan/Feb 1991 3. Operation Iraqi Freedom 2003- The Persian Gulf War was a conventional war. The war in Iraq today is an insurgency. 1. The Iran-Iraq War of 1980-88 was mostly fought on land between these two countries. The US Navy sent ships to the Gulf and flew US flags from all tankers in the gulf regardless of their nationality. Iranian suicide boats made unsuccessful attacks, and a US Navy frigate was badly damaged by an Iraqi missile, but this was not the Persian Gulf War, and no other countries in the world were officially engaged except for Iran and Iraq. 2. The Persian Gulf War of 1990-91 was the one and only Gulf War. There were no others. Operation Desert Storm was not the name of this war or any war. It was the offensive operation to throw Iraq out of Kuwait. The defensive operation to defend Saudi Arabia and other Arab allies was called Operation Desert Shield. A war is not named after an operation. In fact, it is possible to have an operation without a war. 3. The War in Iraq (and Afghanistan) currently is not a gulf war either. The flow of oil from the Persian Gulf is not immediately threatened as it was in the first two wars. The Baath Party and Sadaam Hussein are no longer in power. This war is an insurgency to support pro-Western governments in Afghanistan and Iraq, just as the war in Vietnam was to support a pro-Westen government in South Vietnam. The enemy are insurgent forces (guerrillas, terrorists, patriots, freedom fighters, jihadists, fanatics, or other names depending on your POV). They do not wear uniforms or fight conventionally.
