Well if it is something that gets louder or more noticeable the more you turn the wheel, there's a good chance it's you power steering pump. Check the level of your Power Steering fluid and fill it to the proper level with the appropriate fluid. (some manufacturers say to use power steering fluid, some say A.T.F. automatic Transmission Fluid) but it should say right on the cap of the power steering fluid reservoir. If you can't find it go to the nearest auto parts store and someone there should be able to show you which one it is.

It is most likely due to a loose power steering belt. If the steering wheel is hard to turn at speeds slower than 40mph or it gets harder the more you turn it and the squeaking noise happens when you turn the wheel, then you need to check the tension on the power steering belt.
If your Honda Civic is squeaking when you turn the steering wheel then it could be the belt to the power steering pump that needs replacing.

The problem is most likely a loose belt, this will happen when steering piston and pump is under a load as in turning. More torque is required to spin pulley.
The wheel has a whole in it.
Can be defective wheel bearing, or worn brake pads. You might also want to check the power steering fluid level. Low PS fluid level will cause the pump to squeal.
