The biggest reason was that Harold and his men had just finished fighting two battles, one against the strongest man in Europe at the time, King Hardrada. His men were exhausted from the battle and the long march to meet William. On top of their exhaustion, many men were armed only with their farm implements. In addition, Harold was so intent upon stopping William from doing any more killing on the English coastline, that he left to meet him without waiting for all his army to join him. If he had waited, he might have been more rested and had a larger army, but he couldn't stand to think that the longer he waited the more William killed English men, women and children.
