Congressman Henry Clay was the Speaker of the House of Representatives. He proposed a solution to satisfy both the North and the South and prevent the possibility of the dissolution of the Union. His idea was to take the northeastern area of Massachusetts and create a new entity, namely the State of Maine. As a free State this would balance the entry of Missouri as a slave State. This would at the time preserve the balance in both the US Senate and the country.
