Congressman Henry Clay was the Speaker of the House of Representatives. He proposed a solution to satisfy both the North and the South and prevent the possibility of the dissolution of the Union. His idea was to take the northeastern area of Massachusetts and create a new entity, namely the State of Maine. As a free State this would balance the entry of Missouri as a slave State. This would at the time preserve the balance in both the US Senate and the country.

While the Compromise of 1850 contained the controversial Fugitive Slave Law that could require ordinary citizens to assist slave catchers in hunting down and returning runaway slaves. The ranks of abolitionists grew, the Underground Railroad went into full gear and personal liberty laws were passed in eight states. This bill helped to create such animosity between the North and the South, that it was one of the things that brought about the Civil War.
