Why will a 2001 Chevy Impala new windshield washer pump not run when it has slightly more than 11 volts to it when mist switch is on and a good ground pump runs when hot wired?

If you apply 11-12 volts directly to the pump and it does not run, it is a new defective pump. Return it an get a replacement.
