Why would a 1996 Infiniti g20 blower fan only work on the number 4 setting when the fuses are good?

its the blower motor resistor. its located under the dash on the passenger side. i think i got a new one from napa for $20. it was very simple to change. its tight under there, so its not the easiest thing to get out but its a very simple fix!
