Not using premium fuel caused that in my 2004 Navigator.

I would say NO ( I was looking at the 2001 Lincoln Navigator Owner Guide and it does not show anything about it having a cabin air filter )
Auto Zone will check your engine codes for FREE. This way you will know for sure what it is. It maybe a bad Oxygen Sensor.
On a Lincoln Navigator : Bank 2 is the drivers side of the engine * sensor 1 would be close to the engine BEFORE the exhaust enters the catalytic converter
The 2000 Lincoln Navigator most likely suffers from the same intermittent odometer problem that has plagued many Ford vehicles (1999 - 2003 F150, F250, F350, Expedition, and Explorer). Lincoln Navigators have also been suspected of having the same problem. It would be helpful if a Navigator owner could confirm that the same problem does exist in the Navigator. iSee the following site for a discussion of the intermittent odometer problem. http://www.odometer-repair.com . You would have to pull courtesy light fuse, if they are to be open for extended period for repairs, just disconnect batt
I would think that the most luxurious car is the Lincoln Navigator.
It could be one of your vaccum lines that collapsed
