No, the license plate light is wired in with the rear tail lights, not the brake lights.
My son had the same problem on his 1995 Monte Carlo. The brake light in rear window worked , as did the tail lights and emergency flasher but no brake lights came on when pushing the brake pedal. Anyway , the problem was in the turn signal switch. This involved taking the steering wheel and column apart , taking the airbag out ( careully ) and it was more than I wanted to handle. The mechanic charged 227.00 including part and labor. .

either dimmer switch or blown fuse If you are saying that the tail brake lights are working but the third brake light is not....It may be a defective turn signal switch in the steering column.

Those tail lights could be the brake lights you are seeing and that would be a faulty brake light switch or the brake light switch is out of adjustment.

Look for a fuse labeled TAIL LIGHTS. There are 2 separate circuits, one for brake turn and flasher and the other is for tail lights.
