Bad ground, bad battery, harness or bad connection. Not enough info here, need to know if headlights come on and if you even get a click. Does it start with a jump?? In this order check bat( should be 12.3 V or above check and clean terminals check connection to ground check connection to starter(unlikely since you replaced it.) email me @malq@comcast.net after you try these Doug
Narrow it down a little at a time. Start with fuel. See if you can use a can of starting fluid to get it to run briefly. If you can, then it's a fuel delivery problem. Check for a blocked fuel filter or worn out fuel pump. If you get NOTHING from the starting fluid, pull a plug and see if it's wet. If the plug is wet the engine is flooding.
Lay the plug on a solid metal surface, reconnect the plug to the wire then have someone try to start the engine for you while you watch the plug. You should get a nice strong spark. If not, you have an ignition problem.
Last, run a compression test (make sure you mark all of the plug wires so that they'll go back to the same place) If you have low compression the engine will have difficulty starting.
If spark, fuel and compression are all functioning properly the engine will run.
im assuming since you replaced the starter and said it doesent start you mean doesent crank. if its an automatic theres a switch called a neutral safety switch /standard i believe its called clutch start cancle or something....if that goes bad the starter wont receive a signal and wont spin. if you bought a rebuilt starter from autozone or anywhere for that matter...... good luck i put 3 in my old f350 until i finally just bought a new napa one. it was like 290 not that much more and a way better quality product. anyways to check if the starter is recievein a signal (most starters have 3 terminals with nuts on them. the big one is your battery positive and the smallerone, theres normally 2 small ones, is the signal wire from your ignition switch and nutral safety/ clutch switch. the third terminal usually doesent have anywires on it. i think its just a ground.) grab a multi meeter and check for 12 volts on the signal treminal(positive lead goes on the signal terminal neg goes to chassis ground find a good clean surface preferably the batt neg) youll have to have someone turn the key to crank in the car while doin this or its pointless. then check for 12 volts on the big terminal going to batt pos. while your under there look for carosion. pull off the batt terminals por warm water mixed with baking soda on them it will get rid of the carrosion. then reattach.. if you don't get a signal from the ignition switch the first thing i would replace is that neutral safety switch or just bypass it that's what i do on my cars just don't start the thing in gear haha! if still nothing. most likely the ignition switch. but before you go replacing anything almost forgot to say this take a lead from your batt pos and touch it to the signal terminal on the starter this should make the starter crank have the key in the off or acc position when you do that otherwise it could start the engine(obviously just a heads up haha!) ummmm im sure ive mised something but try that. i think besides that a bad or shorted wire or a bloan fuse would be the only other causes. and im assuming the starter has the solinoid built in cause that's how my 95 was it was a 7.3 though. good luck hope this helps!!
Check for faulty high tension wire from distributor to the external coil first. Check that the fuel filter isn't plugged. It could also be the distributor control module or a faulty timing chain.
Seized Engine? Dead or weak battery? Loose or corroded battery cables? Bad starter or starter solenoid? Bad neutral safety switch?
Sounds like my wife.... Try checking for spark at the plugs, then check for fuel at the throttle body
need a new battery, need new battery cables, engine is locked up, bad nutral safety switch, bad clutch switch, bad ignition switch, blowen fuses and many more problems
Check the timing in the caravan. It sounds like the timing has jumped, and the engine could backfire then not start, and could not even turn over.
Check your ingnition cylinder ...
There could be several reasons why a 1996 Sunfire will turn over but not start. The most common reason is a spark plug needs to be replaced. Check with a licensed mechanic for further help.

if it does not turn over and no clicking noise but headlights on, check start fuse and relay if it doesnt turn over and clicks probable starter solenoid
