You have a 96 intrepid when you turn the key it clicks once and thats it All the lights inside come on and when it started doing that you were able to turn the key back and try again and it would star?

I'd be suspicious of the starter. I don't THINK an intrepid has a separate starter solenoid, if it does, that could be it too.
