If your horn is not working first check the fuse for horn located on the fuse block underneath dashboard on drivers side, if fuse is good check wiring to horn underhood, see if there is a disconnected line or shorted out wire. If Both fuse and wiring check out good, then you have to check the lead wire going threw the steering column (it end up at center bumper pad on steering wheel. 1 wire will attach there and the bumper pad is held on by 2 screws or bolts from the backside of steering wheel. You have two problems. The horn that doesn't work when you hot wire it is bad. The other problem could be a blown fuse or the horn contacts in the steering wheel are dirty and not making contact or the horn relay is bad.

run a wire straight from the battery to the horn. if it dont honk that way, the horn is bad. get a new one. It may also be the horn contacts in the steering column, If running a strait wire don't work and a new horn don't work, that will be your problem, but try the wire first, Its cheeper.
