If your horn is not working first check the fuse for horn located on the fuse block underneath dashboard on drivers side, if fuse is good check wiring to horn underhood, see if there is a disconnected line or shorted out wire. If Both fuse and wiring check out good, then you have to check the lead wire going threw the steering column (it end up at center bumper pad on steering wheel. 1 wire will attach there and the bumper pad is held on by 2 screws or bolts from the backside of steering wheel. The fuse. A shorted horn can cause the fuse to break.
The horn relay is under the airbag in the steering wheel. Best to let Saturn dealer fix it.

You have two problems. The horn that doesn't work when you hot wire it is bad. The other problem could be a blown fuse or the horn contacts in the steering wheel are dirty and not making contact or the horn relay is bad.
check fuses eaither that or dont do something you dont know how to do like jump a car. Id take it somewhere if you cant jump a vehicle you cant work on your car.
run a wire straight from the battery to the horn. if it dont honk that way, the horn is bad. get a new one. It may also be the horn contacts in the steering column, If running a strait wire don't work and a new horn don't work, that will be your problem, but try the wire first, Its cheeper.
well, check all the fuses and check the horn relay if not work. if horn relay sound but horn not working, then you will have to check the clock spring for loose connection or tighting it.you can even look for bad wiring connection to the horn system.
Horn is located on passenger side front of the tire and just behind blinker light. It is attached to the frame work and if you look up under, you will see the square of the horn pointed down.
I don't know but I can tell you how to find it. Open the hood and have someone blow the horn. Follow the sound. If the horn doesn't work, first check to see if the fuse is blown. If the fuse is ok, look for it. You will find it if you look hard enough. Look between the grill and the radiator, and on either side.
from what ive read you can switch the starter relay with the horn relay and give it a try.... if she starts and the horn dont work you have a bad relay
then your horn is fine.
