the seat belt in my 1991 Honda accord will not move on track when the door is shut
The best news is that it seems that Honda as well as others offer a lifetime warranty on seatbelts and its componets if it is a manufacture defect, check with the dealer near you to make sure, I have read this in many posts in the web.

Some of the 1991 models have automatic seat belts, in fact, I think all of them do. So, I think it is safe to assume your 92 model came with the automatic belts. I have a 1992 Honda Accord EX and I have manual seatbelts, so maybe it was an option... but not standard....
Remove rear seat and panel underneath seat. How do I remove rear seat?!?!
Not really sure, but i do know at that year Honda had some recalls on the seat belt modules
Take it to a Honda Dealer, they will fix it...no charge! Seat belts are mandatory safety items no sense in doing something if the dealer will do it for free.
buckle it , some older cars had to have both seat belts locked for the light to go off, or maybe you are not buckling up
Under front seat
Sit in the passenger seat. On the right side of your right foot is the kick panel.
seat belts: 4 2 in front and 2 in back
You cannot disable the chime. Just buckle up and it will stop chiming.
Possibly if there is an access panel. If you find none, then you must remove the tank.
Use a Vacuum.
