Check the fuse, and the Turn Signal Flasher Relay. The hazzard lights have a separate relay.

Check the flasher for the turn signals which is under the dash on the left side of the steering column . It is different from the emergency flasher.

More detail: the turn signals slowed down gradually and then stopped working. All lights still flashed when hazard lights switch was activated. u need to replace flasher can in your vehicle This could happen if flasher had hazzard flasher "on" and could be broken so it will not turn off. (I assume center brake light still works) if so, need new flasher switch in steering colum or find a way to rewire brake lights from brake light switch to rear lights. This is just a guess. Be sure brake light switch is OK.
