First, adjust the worm and gear while the steering gear box is on the bench. Attempt to remove excess movement in both gears without making the input shaft (worm gear) too stiff to turn with your fingers. If the gears were worn prior to the re-bushing, you will probably notice that the movement becomes stiff on, or near, center. Once you are happy with the feel, install the gearbox and fine tune it by removing the rubber plug in the trunk area to reach the top of the box. Loosen the jamb nut and turn the screw a quarter of a turn at a time, retighten the jamb nut each tiime. DO NOT drive the car on the road unless you are sure that the steering can turn freely lock to lock, and return to center automatically when the car is rolling.
Before you try to make adjustments, check the hinge pins and bushings. When they wear out the door drops. Depending on the vehicle, your local auto parts store should have pin and bushing kits available. Replacng the worn pins and bushings will restore the door alignment back to normal.

If this isn't happening, I think you MAY be able to access the adjuster by taking the valve/rocker cover off and seeing if the tensioner is up to full stretch or is not working. You shouldn't have to remove the airbag in order to replace the gas gauge light. The steering column is held up by a couple of retaining bolts. Remove these bolts and the steering column will lower enough that instrument panel will come out easier. The steering column won't drop to the floor when you do this but will hang in midair. If you have a tilt wheel, you might have to adjust the wheel tilt to allow the panel to come out easier. Don't forget to remove the steering column cover though.
