You can pour fluid into the Power Steering reservoir. Remove the top to the reservoir and fill to the full Mark on the side of the reservoir.
Could be worn ball joints, worn steering linkages, worn/out of adjustment steering box and or worn/out of adjustment wheel bearings.
If equipped, it is behind the starter.
It is located behind the steering wheel. You will need to remove the steering wheel. Its a blak circular part that has a 3-5 wire plug in the back of it.
On my 1995 Passat it is located on the fuse block, under the dash, to the left of the steering column. I doubt they have moved it from this location.
Have you tried wiggling the steering column while turning the key? If that helps, you probably need to remove a portion of the plastic cover from your steering column to enable you to lube the column lock. That's the thing that keeps the steering from turning if the key is not turned on. If the column lock jams, it can prevent the key from turning.

I purchased a new Peugeot 106, Independence in March 2002 and it did not have power steering. I believe that power steering was introduced later in the year, so there are probably a mixture of 106 cars from 2002 with and without power steering.
