Cardio is any activity that gets your heart rate up and keeps it there. You can do cardio as often and as long as you want, as long as you aren't over-training your muscles. So, if your goal is cardiovascular health then two or more times per week is good. If your goal is fat loss then you just want to burn more calories, so it would be better to go as often as possible. It has been shown that the intensity of the cardio is much more important than the duration, for both fat loss and cardiovascular health. Four minutes of tabetas will benefit you infinitely more than two hours of playing DDR. Over-training is when you continue to work muscles that aren't finished healing. When you do this, your muscles never heal completely, and thus never get stronger, and if you continue to do so you will cause permanent damage.
