the pulley will sit on the top (or smooth) side of the belt, so it spins the opposite direction of everything else that runs off the belt. in the case of my vehicle, a 1998 Pontiac grand prix 3.1 L V-6, this is the standard rotation. i had the same question when i was pricing water pumps, and only 1 that i found specifically said reverse rotation. i called the parts store to check, and they said that all the pumps for my vehicle are reverse rotation, even if the part description doesn't specifically state that.
