It has 2 different flashers. One for the turn signals and one for the emergency flashers.
You have two separate relays for 4 ways and blinkers. I would say that the turn signal relay needs replaced. It is usally a round silver relay either on the fuse panel or under dash. Go to the parts store tell them the year and make they will give you the right relay and can probably tel you where to look.

The rest of the bulbs will stay lit, because each bulb has its own "path" of electricity in a parallel circuit. On the other hand, though, it would be the total opposite in a series circuit. All of the bulbs would be connected to one path. If one bulb burned out, all of the others would too, because the curcuit would not be complete.
In a series circuit, all bulbs are necessary to complete the circuit. If one bulb goes out, the circuit is broken, so none of the bulbs would light up.
The total resistance of a circuit when bulbs are placed in series increases, and the power dissipated across the bulbs decreases. The increase of resistance, and the decrease of power, is, however, not mathematically what would be expected from a naieve perspective (linear for resistance, inverse squared for power) because the resistance of bulbs varies dramatically with temperature. A 40W bulb, for instance, would pull 500W if it operated at its cold resistance.
I believe the flashers are on a separate fuse than the blinkers, that is where I would first start to look, is the fuse box
Check two things: 1) the fuse for your flashers/blinkers and 2) that the bulbs are good still.
bad fuse or there is a short in 1 of the wires under your dash
it may have nothing to do with your brake pads on my car the blinkers stoped working they still came on but they stoped blinking and i just had to repace the bulbs

make sure if someone unplugged the flashers and all you would have to do is plug it back in
I just had the same problem with my 95 intrepid and it was the sending unit that needed to be replaced.
most people do not think to check the polarity when changing the blinkers, try rotating the flasher bulbs that you changed, do one at a time until you see a difference in speed from the flashers. ---------------- Also check that ALL of the flashers are working - including the "side markers" on the front side AND the parking light bulbs in the very front. ALL of these have to be working for the lights to flash at the proper speed. I would also check the "brightness" of the bulbs between the two sides. If one side looks dim, then that would point to a wiring issue. Good Luck, Greg
Check your fuses if it is not your fuses i would say check your hazard switch, mine went bad on my Nissan and caused that problem
try the turn signal switch, the connector on it, the connections to the signal lights, the wiring, etc. On some vehicles, the turn signal switch controls front and back blinkers separately
in mark 8's they use a controler to make flashers flash. this module has gone bad
The bulb is bad. Turn signals and flashers use different bulbs.
