Looking at the 2002 Ford Explorer Sport (2 door) owner's manual, I found: in location # 13 of the fuse panel on the driver's end of the dash, a 15
amp fuse for stoplamps, high mounted stoplamp, and speed control. Since your high mounted stop lamp works the fuse should be good,
have you checked the 2 bulbs to see if one of the filaments is broken
on each bulb ? The only other fuses for brake lights are for towing
location # 3 - 7.5 amp fuse trailer tow right hand stop/turn lamps
location # 7 - 7.5 amp fuse trailer tow left hand stop/turn lamps
By the nature of the question I assume that you are referring to the tail lights and brake lights. My Explorer has four bulbs. Tail, brake turn and backup. They are all in separate compartments of the light assembly. So it could be that you have just burned out one bulb. If you are referring to the upper brake light in the rear window or at the top of the tailgate, same thing. One or more bulbs are burned out. I see people driving all the time with both lower lights burned out and the top working or visa versa.

Check the fuse, bulbs/assy., and wiring another thing to check is where the bulbs connect. sometimes like my 94 one of the connectors in the bulb housing was broken. also there is a brake light sensor on the brake petal that is turned on when you depress the brake. usually near the top of the brake petal
