The United States system of Government does not provide for a Parliamentary 'Opposition', therefore there is no 'opposition leader' in the Virgin Islands Legislature. Rather, elected Senators, through internal negotiations, form alliances. An alliance that achieves 8 members (a majority of the 15 elected senators) forms the majority caucus which then leads and determines the rules and business of the Legislature. The remaining seven senators sometimes form an organized minority caucus complete with minority leader. The formation of a minority coalition is not required, nor are Senators that have been excluded from the majority caucus required to join the minority caucus.

There are currently three active registered political parties in the Virgin Islands: Democratic, Republican and the Independent Citizens Movement (ICM) Parties. It is rare that any one party can achieve a controlling majority. Typically, Majority Caucuses in the Virgin Islands have been bi-partisan (quadri-partisan?). It is not unusual to find a Majority made up of Democrats, Republicans, ICMers and Independents. In fact, in V.I. politics, Independent candidates tends to be elected at the same rate as party-affiliated candidates.

Thus, Majority Caucuses can be tenuous and at times have broken up and been reorganized with new members and leaders during legislative sessions.

People from Barbados represent a variety of racial groups. The majority of the population as descendants of captived and enslaved African people who were brought to Barbados during the slave trade. The majority of the population is racially black, however, many Barbadians can trace their lineage to at least one ancestor of European descent.

The causes of the 1816 revolt in Barbados were:

1. The British Slave Trade was abolished in 1807 and the slaves mistook it for emancipation. There was a registry or registration bill or also called the registration of slaves {1812-1815} in which planters or owners had to register their slaves, this was passed so as to stop excessive punishment as well as the illegal sale of slaves. The planters were infuriated over the passing of this bill and saw it as an interference in their domestic affairs. The slaves misinterpreted this as being anger about a plan for their emancipation.

2. A free coloured man called Washington Franklin read newspaper reports of the anti-slavery debates.

3. Harsh treatment inflicted by white society created a desire for permanent freedom and revenge.

4. Some slaves who were literate, such as Nanny Grigg, had access to local and English newspapers from which they learned about what was happening in England, Haiti, and elsewhere.

5. An able leader emerged among the slaves Bussa,an African born slave.

6. Slaves in Barbados enjoyed some measure of freedom and this measure of freedom helped them to organize the revolt.
