I'm not entirely sure what you mean by "controls New York." You mean, the entire city? There's no gang or gangs controlling the city, that I'm aware of. If there are, then they're doing it very quietly and unobtrusively.

Or do you mean, just the criminal underworld? I don't think there's any one gang or criminal organization that all other criminals fear and defer to. There are a lot of different gangs -- some small in numbers, others large -- but I don't think there's any one gang that controls the criminal underworld of the city.

There are the older, very large gangs, like The Bloods, The Crips, The Latin Kings, MS-13, which have chapters all over the country.
