Ok, I can tell you how to win my heart if I liked a different guy ,but I can't promise it would work on any/every girl.
You should start by being good friends with her; show her that you care about her (as a friend [at first]). Then start to give her compliments so that she will see that you like her ,but be vague about it (at first). After a while (and a month or two doesn't count as a while) get a little more obvious about it. Then give it some more time (about another month maybe) and ask her out.
