If you feel that you are mature enough and responsible enough to have a baby in a good family, then no, it is not too young. If you feel that you financially can handle a child, and be able to pass on your friends offer of clubbing or drinking regularly because you have someone to take care of that needs you. If you feel that you are ready then it is not too young. You just have to be able to fully put yourself second and your needs second and your baby's first.
I am 23 and 20 weeks pregnant with our first baby and have not had any negative vibes from anyone. Physically it is the perfect time to start having children. If you are emotionally stable and mature enough to take care of yourself and a family, and feel that you are ready to have a child there are no issues. Just be sure to consider all aspects as mentioned above, you really do need to put yourself second to the needs of the baby as he or she will be completely dependent on you and hopefully his or her father.

You can have a baby anytime after 18, because your body is done developing by then. But you want to make sure you have a stable home, income, and enviroment to provide the baby with. And make sure its something you really want to do because after you have them, you really cant change your mind. lol.
