I would assume this was done so that the audience would sympathize with him and like him, which would make it more of a shock when he turned out to be an insane monster. It would also allow Janet Leigh's character, Marion Crane, to develop a rapport with Bates before being killed by him. But I have not been able to find any quotations from Hitchcock to support this theory.
