I don't understand the context of your question, so I'll give you a few scenarios. If you are reactivating a Nexus 7 from sleep, just press the power button and a lock screen will appear. Assuming it wasn't encrypted, sliding the lock icon to your right will unlock it. If for some reason your Nexus 7 froze, you can long press the power button and it will turn off.
