Ideally, you should get a repair estimate before or while you are doing this. Take pictures of the damage, too.
If no one responds within a reasonable time (10-14 days or so), you are free to file suit. The court in which you file will depend upon the court rules of your state, as different courts have different monetary jurisdictions, so you should contact the Clerk of Court for guidance. The lawsuit needs to be filed with the Clerk (for which there will be a fee), and a copy of the suit papers served (delivered) to the person(s) being sued by the Sheriff or a private process server (who will also charge a fee). The matter will thereafter proceed through the court system, and it will be your burden to prove at trial that the other party was at fault for the collision.

No. It's very possible that neither the dealer nor Carfax knew of the accident. Events that occurred in some states are not reported to Carfax. I've seen this occur before. Laws vary from country to country, state to state and I know that in Georgia you have an option to return a vehicle purchased if done so in the first three days since the purchase. Check with the state in which you live and purchased the vehicle and see what they say.

Additional: The description of "kissing" a bumper and leaving a "scratch" are pretty much in the eye of the beholder. The owner of the struck vehicle may have quite a different veiw of the extent of the damage.
In years past bumpers were made of steel and, in fact, meant for just that purpose - minor bumps. However on modern vehicles what we now call "bumpers" are really nothing more than plastic or fiberglass housings that cover the air-bag sensors. If one of these 'covers' is damaged it can cost upwards of hundreds to replace or repair. Your best policy woiuld be to exchange information with the other owner, or leave a note on the car telling them of the bump. Remember - even if the owner wasn't there at the time - you NEVER know who might have seen you do it!

So I'm assuming you don't want coverage for damage to your vehicle if it were in an accident. Then your probably just going to need Property Liability & Property Damage Coverage. You wouldn't need to carry comprehensive or collision coverage.
I'm from Michigan and we are a NO Fault Insurance state. So in my state most people call it PLPD. In Michigan, this is going to give you liability damage and property damage but no coverage for your vehicle itself.
Usually states have minimum coverage that is mandatory. In Michigan, the state minimum is is 20,000 Bodily Injury per Person / 40,000 Bodily Injury Per Occurrence and 10,000 Property Damage. The Bodily Injury covers injuries to the other party and the Property Damage covers the damage to the other person's vehicle. You also are required to have PIP coverage in Michigan, which is Personal Injury Protection which is unlimited. This coverage is your "Medical" coverage.
