It has been revealed by Christopher Nolan that the Riddler was never a possible villain for the movie. He stated that he believed that the Riddler was a similar "archetype" to the Joker and that he wanted a strong, brutal "archetype" as a villain. Thus, he chose Bane.

Oliver Queen could quite possibly be richer, though especially given the amount of money he was able to waste and still remain a billionaire, even before inheriting billions from the death of his father.
