Well it depends on how matured your body is. It is all up to the puberty clock. I suppose if you just keep shaving the small, less visable hairs on your face they will grow back darker. That's how it is for legs.

Beards are easy, don't shave! there isn't to much to growing the beard, the work comes in when you decide how you want it to look. Trimming can be a nightmare but, well selected facial hair can add that certain something to a face. Also something to consider is some people just are not hairy enough for a proper beard, if this is you, you might find that perhaps a mustache or goatee is more to your likening.
