No. You should never shave a border collie!
These dogs have a soft undercoat for insulation AND a longer outer coat for protection against wind, rain etc. If you shave the dog, it will have no protection against the elements and will be very susceptible to illness as the wind, rain & snow can soak all the way to its skin.
Also, the dog's outer coat may never grow back properly if you shave it off, so you run the risk of ruining your dog's appearance forever.
