short answer: Yes, Ruiz beat Holyfield for the WBA title.

Long Answer:

After Lennox Lewis defeated Evander Holyfield for the Undisputed (i.e., WBC + IBF + WBA) World Heavyweight Championship in late 1999, the WBA mysteriously ordered Lewis to defend the title against obscure Don King fighter Ruiz, their #1-ranked contender, but Lewis refused. Though he had been undefeated since a loss against David Tua in 1996, the level of competition Ruiz had been facing was suspect and the only name he had beaten was a nearly 40 year old Tony Tucker.

Ruiz and his management sued, claiming that WBA rules entitled him to a title shot. A judge agreed, but rather than face Ruiz in a bout that was seen as commercially unattractive, Lewis instead fought Michael Grant, considered to be a very worthy contender at the time having knocked out a series of recognized 'name' opponents on HBO. After learning of this, the judge decreed that upon entering the ring against Grant on April 29, 2000, Lewis would automatically forfeit the WBA Title.

Ruiz fought former champion Holyfield to fill the vacancy on August 12, 2000, losing by unanimous decision (this result made Holyfield the first to win a world heavyweight title on four separate occasions). Many observers and boxing reporters felt that the underdog Ruiz had done enough to win.

Due to this controversial decision, the WBA ordered an immediate rematch in early 2001, and Ruiz won the WBA Championship in a slightly less-close unanimous decision - controversial as Ruiz had been decked by a Holyfield body shot and rolled around on the floor holding his groin for over a minute. The replay shows that the blow was a legal bodyshot, not remotely near Ruiz's crotch, and should have been scored a KO10 victory for Holyfield.

Ali has two fights in 1974.

The first was again Joe Frazier ( their 2nd fight) on January 28th,1974 at Madison Square Garden, New York. Ali won a 12 round unanimous decision and went to to fight the then champion George Foreman in the fight called 'The Rumble in the Jungle"

Response. Are you saying that Puerto ricans don't cheat? Are you forgetting about Puerto Rican Luis Resto who cheated long before Margarito did. On June 16, 1983 Resto unexpectedly beat undefeated prospect Billy Collins, Jr. at Madison Square Garden in New York City in a 10-round unanimous decision. The fight was the undercard for a bout between Roberto Durán and Davey Moore.

For almost a quarter-century, Resto publicly denied knowing that Lewis had tampered with the gloves. However, in 2007, Resto apologized to Collins' widow, Andrea Collins-Nile, who attempted to sue the state of New York for not protecting her late husband. Resto also told Collins-Nile that in addition to removing padding from the gloves, Lewis soaked his hand wraps in plaster of Paris. This caused the wraps to harden into plaster casts similar to those used to set broken bones, which greatly-and illegally-increased Resto's punching power.

Oh hell nah! Magarito was a cheater, but i believe that Juan Manuel Márquez and �rik Morales are better than Miguel Cotto, but, but however the case may be, you cant really claim which country has better fighters, but here is a list with proof that backs up what i say,

1. MEXICO. Mexico has an astonishing 11 champions! Mexico is the best boxing country in the world. I have no doubt about that. If we are talking about talent not marketing, Mexico tops the list with 11 current champions. The most popular champions today are guys including JMM, Edgar Sosa, Garcia, De Leon, Vasquez, Solis, Montiel, Rojas, Cristobal Cruz, Humberto Soto. 3 Mexicans alone are in the p4p ranking with JMM, Rafael Marquez, and Vasquez!

2. UNITED STATES OF AMERICA. USA has 10 champions. They also have the most popular, not necessarily the most fans. Can you honestly tell me Mayweather has more fans than Hatton, Klitschko, or Pacquiao in a global scale? But their most popular champions are Mosley, Luevano, Guerrero, Hopkins, Berto, Paul Williams, Spinks, Bradley, and Pavlik.

3. THE PHILIPPINES. A total of 10 champions, beating any country in the world except Mexico and USA. Two of its fighters, Donnaire and Pacquiao are in the P4P ranking. Its current champions (only with credible and recognized titles like IBF, WBO, WBC, WBA, etc.) are Donnie Nietes, Pacquiao, Viloria, Donnaire, Sonsana, Penalosa, Florante Contes, Bernabe Conception, Rexon Flores, an Z Gorres. Plus you have Manny Pacquiao the universally best boxer today p4p.

4. PUERTO RICO. Puerto Rico with 5 champions= Calderon is in the top 20 best fighter in the world today, Cotto is in the top 10. Juan Ma Lopez, Santos and Roman Gonzalez are rising stars. Cotto brings Puerto Rico at 4 eventhough the Isla Bonita only has 5 champions. Cotto being in the top 10 plus considered by many as the real welterweight champion makes every Puerto Rican proud of him.

5. UKRAINE. Ukraine has 7 champions and the top 1 & 2 ranked best heavyweight fighter in the world, Wladimir #1 and Vitali #2. Wladimir Sidorenko, Dzinziruk, Senchenko, the Klistchko brothers Andreas Kotelnik,and Yuriy Nuzhnenko are recognized champions.

6. VENEZUELA. Venezuala has 7 with Valero, Acosta, Urango, Munoz, Cermeno, Maidana and Linares. Valero is a rising star, and has KO everyone he come across.

7. JAPAN. Japan has a total of 6 recognized champions by IBF, WBO, WBC, WBA likeNatio, Hasegawa, Nashiro, Nishioka, Sakata, and Niida. These guys are not only champions but champions with multiple belts.

8. GERMANY. Germany has 5 champions. The only one known is Feliz Sturm and he has overshadowed other German champions like Zbik, Stieglitz, Braehmer, and Huck.

9. THAILAND Thailand has 4 recognized champions in Oleydong Sithsamerchai,Pongsaklek Wonjongkam, Denkaosan Kaovichit, and Poonsawat Kratingdaenggym.

10. PANAMA. Panama has 4 champions, Guillermo Jones, Moreno, Conception, and one of my favorite fighters today, Celestino Caballero.
